Abstract:
Romania’s admission to the „club” of the European Union countries allowed the creation of new conditions for the use of financing sources normally utilized on the international market through new regulations. The use of outstanding debts in obtaining financing makes up a new instrument for Romania. These secured financing instruments are performed through public offering on the basis of a prospectus approved by the National Securities Commission. Financings by means of mortgage debenture as financing instrument on the investment market acquired a significant development on the Romanian market as well, with the advantages and defects exhibited by these types of financing systems.\r\nThe global financial crisis that propagated in the USA affected all the related economies, having a dramatic impact on exchange transactions (financing sources) and on credit.\r\n
