Aspects of the European Union Budget Management

Abstract:
The procedure used for the communitarian budget implementation is governed by a set of technical regulations, designed to ensure that the allocations can be individually implemented and that the available resources are correctly managed.\r\n\r\nThe rules on the communitarian budget implementation procedure are contained in the „Financial Regulations” document.\r\n\r\nArticle 264 of the Treaty for European Communities Establishment states the European Commission responsibility for the budget implementation.\r\n\r\nWe can see a clear delimitation of the tasks: therefore, the Parliament and the Council decide what expensed are needed, while the European Commission implements the budgetary provisions.\r\n\r\nThe budgetary execution is governed by the „Financial Regulations” base don the provisions of Article 279 of the Treaty, which set detailed rules for putting into practice the provisions of the annual budget.\r\n\r\nStill, in practice the Commission is base don the Member States support in implementing some of its budgetary policies.
