Abstract:
To control the resources means more and more to control the networks and therefore their main nodes, inclusively their human dimensions. In any field, at all times, human activity was and still is a continuous process of development, of achieving new frontiers of perfection. The International Accounting and Auditing Standards are based on the use of resources under strict compliance of the 3 E-s (Efficiency, Economy, and Effectiveness) in order to keep and preserve all life-supporting elements: air, water and soil for the purpose of maintaining life quality. Adopting the International Auditing and Accounting Standards for the Public Sector by the governments will increase both the quality and the comparability of the financial information reported by the entities of the public sector around the world, only if they are also in accordance with the national requirements. The changes in the economy and in the society need a new value theory based on knowledge. A piece of information that is well substantiated and well consumed can replace substance, energy, and another piece of information. It is necessary that our thinking regarding the information changes radically, in order to take into consideration the factors that make it such a special value.\r\n
